Republic of Botswana Ministry of Youth and Gender Affairs. Job Title: PROCUREMENT AND PROJECT MANAGEMENT DIRECTOR (E1). Role Purpose: To provide strategic leadership and guidance on the execution of projects, procurement services, facilities management and contract management as well as asset disposal in a timely and most cost effective manner. Key Responsibilities Develop the Procurement and Project Management Strategy in line with the relevant laws, policies and regulations and facilitate its implementation. Oversee the examination and development of estimates of material, equipment and service requirement. Manage all procurement and disposal tender activities of the Ministry. Oversee the preparation of tender documents. Coordinate the development and implementation of procurement and project management plans and programmes. Formulate procurement plans by coordinating planning activities with the technical and other user departments to timely forecast and consolidate procurement requirements for the entire Ministry. Oversee the development and maintenance of a database of approved suppliers, and evaluate supply capabilities and contractor performance. Provide professional advice and guidance to the Ministry on matters relating to procurement and project management practices for effective procurement of goods, works and services and for effective project management. Promote awareness of the procurement process and its contribution to service delivery amongst all technical and user Departments in the Ministry. Monitor and evaluate the performance level of the Procurement Unit as well as benchmark with other PUs or the Private Sector where necessary. Supervise and review development and implementation of operational plans and standard operating procedures relating to contract compliance, facilities management and performance management in the Procurement Unit. Maintain systems for timely dissemination of procurement and contract award information. Supervise the maintenance of adequate stock control and replenishment systems in the PU's central and subsidiary warehouses and related disposal activities of assets and obsolete non-serviceable inventory items. Requirements Qualifications: Degree in Supply Chain Management/Logistics/Project Management or in a relevant field. The candidate must be a chartered member of one of the listed institutions or a recognized equivalent institution: CIPS, MCIPS, CILT, ISM, NCMA, ERB, ARC or QRSB. Experience: A minimum of sixteen (16) years relevant post qualification experience two (2) of which should have been served at the level of E2 in the Public Service or equivalent level in a Parastatal or Private Sector Organization.
