OCR Application Development for Windows

Budget: $30 - $250

I need a simple windows application that will do one thing: scan bulk image files in a certain folder (or highlighted files) with a keyword search, and point out to me which files contain this keyword. I've got very large dimension scans of newspaper pages, and I need the ability to keyword search them. An application that tells me which files contain that keyword would be fine, but a program that could display the zoomable image files, at the end of the search with the keyword highlighted would be even better. I understand this is a much more complex task XXXX XXXX significantly increase the price, so I'd appreciate some options here. I've seen this highlightable keyword feature in web based searches on newspaper websites but I cannot find a downloadable application for this. I've included a sample image file, the exact type of file I'll need scanned. Some are blurrier than others, I know your software will be limited to what OCR is limited to. I can bulk sharpen my image files if this will help.
