Windows PC Performance Restoration Needed

My Windows desktop boots at a snail’s pace, freezes whenever I open more than a couple of tabs, and generally feels sluggish throughout use. I have not installed updates, drivers, or new software in well over a year, so I’m sure there’s a long backlog of patches, firmware, and cleanup tasks waiting.
