Project Impact Assessment and Endline Survey Consultant

ELiDA (Empathy for Life integrated Development Association) is seeking a qualified consultant or consulting firm to conduct a concurrent Project Impact Assessment and Endline Survey for two Malala Fund-supported projects in the South Wollo Zone of the Amhara Region. The projects focus on girls' secondary education in conflict-affected, hard-to-reach districts ("Building a Brighter Future" in Tehuledere and Dessie Zuria; "Ensuring the Right to Sustainable Quality Learning" in Tehuledere and Worebabo). Scope of Work: Measure final progress against baseline indicators (enrollment, retention, learning outcomes). Validate the causal link between project interventions and improvements in girls' education. Assess the transformation of systemic barriers and social norms. Evaluate the sustainability of the "Her School" model within local institutions. Apply OECD-DAC criteria for the endline evaluation. Deliverables include data collection tools (KII, FGD, observation), clean datasets, success stories/case studies, and a comprehensive final report. Timeline: The assignment must be completed within 3 weeks (April 2026).
