  • as soon as possible  Background Context The Itang Water Supply Project was established in 2014/2015 with the objective of delivering integrated water supply services to three refugee camps—Kule, Tierkidi, and Nguenyiel—and two host community towns, Terpham and Itang. Client, with financial support from KfW/BMZ and in collaboration with the Gambella Regional Water Resource Development Bureau (GRWRDB), International Organiztion, the Refugees and Returnees Service (RRS), and other key stakeholders, has over the years supported both the development and rehabilitation of the Itang water supply infrastructure. This support has also included the establishment and institutional capacity development of the Itang Town Water Utility to enhance its operational performance and improve service delivery in response to the growing water demand of the target population. To date, the cumulative financial investment in the Itang Water Supply System is estimated to exceed USD 30 million. The Itang Town Water Utility continues to face significant challenges in sustainably providing adequate and safe water supply services to both refugee and host communities. Key constraints include delays in the completion of the Itang water supply system upgrading works, limited technical and operational capacity within the utility, and the fragile security situation in the area. In December 2025, ethnic clashes were reported across several parts of the Gambella Region, including Itang, resulting in injuries, loss of life, and widespread destruction of property. In the aftermath of the conflict, substantial damage to the Itang water supply infrastructure was recorded, including boreholes, electromechanical equipment, generators, and sections of the pipeline network. This damage has significantly disrupted water service delivery and reduced water availability for the target population, currently estimated at approximately 270,000 people—comprising around 240,000 refugees and 30,000 host community members. Client is currently recruiting a Water Supply Technical Support Consultant, through a third-party arrangement, to oversee the rehabilitation of the recently damaged Itang water supply system, the upgrading of the Itang works, and the successful commissioning of the system. The consultant will be responsible for ensuring high standards of supervision and quality assurance, while providing strong coordination and implementation support to accelerate progress and meet the established timelines. Justification Client is supporting the upgrading of the Itang water supply system through a range of interventions, including water source development, solarization of pumping stations, installation of electromechanical equipment, construction of mega reservoirs, powerhouses and control rooms, development of access roads, construction of water points, and installation of transmission pipelines. While most of the planned upgrading works have been completed, final quality assurance checks, system testing, and commissioning remain pending. In addition, following the recent damage to the Itang water supply system, Client is planning to rehabilitate the affected structures and components to restore and enhance system performance in delivering services to the target beneficiaries. To ensure effective implementation, a dedicated and experienced technical engineering consultant is required to provide on-site construction supervision, enforce quality standards, and expedite completion of the remaining works, including testing and commissioning of the upgraded system. The consultant will be based in Itang, in close proximity to the project site, to ensure continuous oversight and timely resolution of technical issues. Desirable  Proven experience in leading and successful completion of mega water systems in remote areas Strong supervision experience to ensure quality Objectives, Purpose & Expected Results Design Review Reports for remaining and retrofitting works: -  Analysis of designs, BoQs, and technical recommendations Weekly Progress Meetings: - Organize and conduct weekly planning and progress meetings with Client, Regional Water Bureau, Tarcha Town Water Office and Contractors Weekly Supervision Reports: -  Site progress reports, photos, quality checks QA/QC, contractor performance, challenges Monthly Progress Reports: - Status of work, challenges, mitigation measures. Final Assignment Report: -  Summary of achievements. Description of the Assignment Technical Design Review & Verification Review designs, drawings, specifications, and BoQs for gravity, motorized boreholes, and solarized water supply systems and sanitation facilities ensuring National and Client standards Verify field conditions, water sources, yield tests, hydraulic calculations Construction Supervision & Quality Assurance Conduct regular field supervision of construction activities. Prepare supervision reports with photos, deviations, and corrective actions. Verify contractor adherence to timelines, specifications, workmanship, contract price and safety. Support Client in certifying contractor payments. Contract & Project management Support  Participate in bid evaluation and technical clarification meetings ensuring timely contract g Strengthen contract management process of implementing partners. Flag delays, risks, and compliance gaps to Client early Participate in contractual meetings, joint site supervisions and monitoring and draft, share and document meeting minutes and other records. Capacity Building for Government Partners  Train woreda/zonal technicians on O&M, water safety planning, solar system management, and hydraulic troubleshooting. Mentor field teams in supervision, QA/QC, and reporting. Assist partners in establishing and training WASHCOs and TWUs Ensure establishment of cost recovery systems for water supply schemes to ensure sustainability Monitoring Data Collection & Reporting  Develop monitoring tools and site checklists Develop/adopt formats and train operators, woreda/zonal technicians on data recording and reporting. The final payment to Third-party personnel is dependent on the completion of deliverables and certification by Client. Third-Party in practice are external and therefore do not have a direct right to access Client resources. No contract may commence unless the contract is signed by both Client and the third-party staff and third –party company. No Third-Party may travel without a travel authorization prior to the commencement of the journey to the duty station. Unless authorized, Third-Party company will buy the tickets of the Third-Party personnel. In exceptional cases, the Third-Party personnel may be authorized to buy their travel tickets and shall be reimbursed at the “most economical and direct route” but this must be agreed to beforehand.
