About the position
To provide strategic guidance and support to entities and programmes on legislative and regulatory compliance, ensuring effective governance and alignment with national priorities. 12 Months Contract
Key Responsibilities
- Strategic Planning Coordination (25%)
- Analyse draft Strategic Plans (SPs) and Annual Performance Plans (APPs) and provide detailed feedback to entities
- Prepare briefing notes for executive/ministerial review of final SPs and APPs
- Facilitate approval processes and ensure timely submission to relevant authorities
- Coordinate the tabling and distribution of approved plans
- Budget and MTEF/ENE Coordination (25%)
- Communicate Medium-Term Expenditure Framework (MTEF) guidelines to entities
- Analyse and consolidate budget submissions for National Treasury
- Provide indicative budget allocations to entities
- Review and consolidate Estimates of National Expenditure (ENE) submissions
- Reporting Coordination (20%)
- Consolidate quarterly and annual performance reports
- Draft approval submissions and briefing notes for executive review
- Provide formal feedback to entities post-approval
- Coordinate submission and tabling of annual reports
- Board and Executive Appointments (10%)
- Manage processes for appointment of Boards and Chief Executive Officers
- Draft submissions, Terms of Reference, and Cabinet memoranda
- Coordinate advisory panel processes and shortlist candidates
- Facilitate appointment approvals and issuance of appointment letters
- Support onboarding and governance processes for Boards
- Manage board vacancies and appointment of departmental representatives
- Institutional Reviews (10%)
- Develop and maintain institutional review schedules
- Coordinate submission and review of reports
- Submit findings to relevant stakeholders
- Monitor and report on implementation of review recommendations
- Governance and Compliance (10%)
- Ensure compliance with applicable financial and governance legislation (e.g., PFMA and Treasury Regulations)
- Draft and process submissions relating to surplus/deficit declarations
- Coordinate submission of procurement plans
- Support compliance reporting and asset disposal processes
Minimum Requirements
NQF Level 6 qualification in one of the following fields:
Public Management
Financial Management
Business Management
Monitoring & Evaluation / Development Studies
Public Policy
Experience
- Minimum of 3 years' experience in governance, institutional performance, or a related field
Knowledge
- Public Finance Management Act (PFMA) and Treasury Regulations
- Corporate governance frameworks and processes
- Public sector planning and reporting cycles
- Performance monitoring and evaluation
- Policy development and legislative interpretation
