Job Summary: The HSE Officer will support the implementation and day-to-day monitoring of Health, Safety, and Environment (HSE) activities across Mshel Homes Limited's construction sites and project operations. With a minimum of 5 years of relevant experience, the successful candidate will play a frontline role in enforcing safety standards, conducting inspections, delivering toolbox talks, and fostering a proactive safety culture among site workers and staff. Key Responsibilities: Implement and monitor compliance with the company's HSE policies, procedures, and site-specific safety plans. Conduct daily site safety inspections and hazard identification walks, documenting findings and ensuring prompt corrective actions. Deliver regular toolbox talks, inductions, and safety awareness sessions to site workers, artisans, and subcontractors. Assist in the preparation and review of risk assessments, job hazard analyses (JHAs), and method statements for site activities. Monitor and enforce the use of appropriate Personal Protective Equipment (PPE) by all site personnel. Investigate incidents, accidents, and near-misses; compile preliminary investigation reports and recommend corrective actions. Maintain and update HSE records including inspection reports, incident logs, training registers, and permit-to-work documentation. Support emergency response activities including first aid provision and evacuation procedures. Liaise with the HSE Manager to report site safety performance, concerns, and observations. Ensure safe storage, handling, and disposal of materials, chemicals, and waste on site. Participate in HSE audits and inspections as required by the HSE Manager. Qualifications: Bachelor's degree or HND in Environmental Science, Engineering, Occupational Health & Safety, or a related field. Minimum of 5 years of HSE experience on construction sites or within the real estate/infrastructure sector. Relevant HSE certifications required: NEBOSH International General Certificate (IGC), ISPON certification, or equivalent. Valid First Aid certification is an added advantage. Skills & Competencies: Good working knowledge of Nigerian HSE regulations and construction site safety standards. Ability to conduct risk assessments and develop site-specific safety plans. Effective communication and training delivery skills. Attention to detail and strong observation skills. Ability to work independently and as part of a team in a dynamic construction environment.
