Objectives of the Workshop To strengthen the capacity of government authorities to effectively conduct multi-hazard risk assessments and integrate risk analysis into development planning and community action plans Enhance knowledge of multi-hazard risk assessment methodologies Build technical skills in data collection, analysis, and risk mapping Promote integration of risk analysis into sectoral and development planning Support the development of practical, inclusive community action plans Strengthen coordination among stakeholders in risk management Scope of Work The assignment will include the following key components Training and Capacity Building Design and deliver training modules on: Multi-hazard risk assessment approaches Vulnerability and capacity analysis Use of risk assessment tools and frameworks Conduct workshops, simulations, and practical exercises Risk Assessment Support Guide participants in conducting real or simulated multi-hazard risk assessments Support data collection, hazard identification, and risk profiling Facilitate risk mapping and visualization Integration into Development Planning Provide guidance on mainstreaming risk analysis into: Local development plans Sectoral strategies Budgeting processes Develop practical tools/templates for integration Community Action Planning Facilitate participatory processes for developing community action plans Ensure inclusion of vulnerable groups (women, youth, persons with disabilities) Align plans with identified risks and local priorities. Methodology The assignment will adopt a participatory and practical approach, including: Interactive workshops and group work Case studies and real-life scenarios Field-based exercises Coaching and mentoring sessions Expected Outputs/ Deliverable The assignment is expected to deliver the following outputs; Inception report with detailed work plan Training curriculum and materials Training workshops conducted Multi-hazard risk assessment reports (drafted with participants) Risk maps and analysis tools Community action plans developed Final report including lessons learned and recommendations Duration and Timeline The assignment is expected to be completed within 10 working days in both Borno and Sokoto States, structured as follows: Inception phase Training and implementation Reporting and finalization Target Participants The targeted participants for this capacity building exercise shall be; Government officials (local and state levels) Disaster management agencies Planning and development officers Relevant sectoral ministries (health, environment, agriculture, etc.) Furthermore, the assignment will be implemented in collaboration with: Relevant government ministries/agencies Local authorities Development partners and partners implementing DRR components A designated focal institution will oversee coordination and provide technical guidance.
