- Team Lead Institution: CIIC-HIN, Rwanda Reporting to: CIIC-HIN Project Lead and MOH/ Clinical and Public Health Services department Project : Using Data Intelligence to Improve Quality of Care for Maternal Health Duration: Fixed-term (Based on project needs) Background The Government of Rwanda, through the Ministry of Health (MOH), is committed to strengthening maternal and newborn health outcomes by enhancing the quality, timeliness, and continuity of care provided across health facilities. Despite progress in reducing maternal mortality, preventable maternal deaths continue to occur due to delays in clinical decision-making, insufficient access to specialist support, and inconsistent use of real-time data for clinical management and planning. To address these challenges, the MOH in collaboration of CIIC-HIN is implementing a project designed to institutionalize sustainable, data-driven mechanisms for improving maternal health care. The project integrates Quality-of-Care (QoC) indicators into national health information systems to facilitate the generation of timely, actionable maternal health indicators for decision-making at all levels. A key component of this initiative is the deployment of virtual clinical support services, including VR-enabled and telemedicine tools, in selected hospitals. These technologies are aimed at enhancing rapid clinical decision-making, strengthening provider skills, and improving emergency response for high-risk pregnancies, complicated deliveries, and obstetric emergencies. The project will provide clinical support across key service areas, including ambulance services, emergency rooms, surgical theaters, delivery rooms, and intensive care units. The virtual support model aims to reduce the “second and third delays” in maternal care by ensuring rapid specialist input within defined response-time standards To operationalize this virtual support system, a team of gynecologists and obstetricians will offer 24/7 specialist consultation to clinicians at 10 district hospitals. Given the need for coordinated scheduling, effective communication, consistent documentation, and harmonized clinical guidance, the project will engage the Team Lead
