Title: Technical Consultant, IDEAS Tool Implementation (Indonesia)Duty station: Home-Based in IndonesiaContract Type: Individual ContractorDuration: from 01/02/2026 to 31/07/2026Purpose of projectUNHCR is a key member of the International Data Alliance for Children on the Move (IDAC), a global coalition launched in 2020 to improve data on migrant and displaced children, thereby better supporting evidence-based policymaking. The IDAC Secretariat consists of UNICEF, UNHCR, IOM, Eurostat and OECD. IDAC also collaborates with various stakeholders, including governments.As part of IDAC, UNHCR works with national partners to strengthen data on children on the move. This specific project aims to assess Indonesia's statistical system regarding the data of children on the move in close collaboration with BPS (Badan Pusat Statistik, Statistics Indonesia) and relevant ministries. The project focuses on mapping the data landscape, creating a roadmap and providing recommendations for improving age-disaggregated data. A local contractor will lead the assessment using the Integrated Data Ecosystem Assessment and Strengthening (IDEAS) Tool, conduct a desk review, support the kick-off workshop and engage stakeholders particularly the Government of Indonesia. The main deliverable is a report assessing Indonesia's statistical system and identifying gaps and opportunities.General Background of Project or Assignment, Operational ContextUNHCR aims to be a trusted leader on data and information related to forcibly displaced and stateless people in order to enable actions to protect, include and empower them. To achieve this vision, UNHCR is investing in priority actions related to data governance, information systems, capacities and skills, as well as the cultural changes needed to strengthen the generation and use of data and evidence. These investments are designed to be informed by data responsibility principles, foster accountability, leverage technology, comply with data protection and information security requirements, and effectively connect information and knowledge across the organization.The Statistics, Data Science and Survey Section (SDSS) within the Global Data Service (GDS) in Copenhagen oversees UNHCR's production of global statistics on forcibly displaced and stateless populations. The Section produces UNHCR's official population statistics which are published on the Refugee Data Finder and in products such as the Global Trends report. The report analyzes the changes in forced displacement and statelessness and deepens public understanding of ongoing crises. The Refugee Data Finder enables humanitarian workers, decision-makers, researchers and many more to quickly access data and information on forcibly displaced and stateless people. The Section ensures that quality and coherent data related to forced displacement and statelessness is systematically, responsibly and efficiently collected, analyzed and presented by UNHCR and its partners.Increasingly, UNHCR's approach to strengthen statistics, data and information systems is based on collaboration and collective efforts with partners and stakeholders. Such partnerships ensure the effective use of resources and better-quality data, ultimately improving outcomes for those affected by forced displacement and statelessness.The section is a key member of the International Data Alliance for Children on the Move (IDAC), a global, cross-sectoral coalition aimed at improving the collection, analysis, and use of data on children affected by migration and displacement. The alliance was formally launched in 2020 to fill data gaps and support evidence-based policymaking to protect and promote the rights of migrants and displaced children. It is led by a joint Secretariat comprised of UNICEF as Chair, UNHCR, IOM, Eurostat and OECD. UNHCR is also a member of its working groups. UNHCR Indonesia plays a key role in this workstream, offering critical insights into data gaps and needs within the national statistical system. The initiative also aims to leverage IDAC's broad regional and country-level network, including collaboration with the Government of Indonesia and the organizations such as IOM and UNICEF, which have a strong presence in Indonesia.As part of the IDAC project, UNHCR works with national partners to establish capacity sharing initiatives that will focus on strengthening data on children on the move within Indonesia's statistical system. The project in Indonesia aims to support the modernization of Indonesia's statistical system by mapping the data landscape, developing a roadmap to identify key data sources, and enhancing the availability of age-disaggregated data.Prior to initiating the mapping exercise, UNHCR seeks to engage a local contractor to lead the project aimed at enhancing the understanding of the statistical landscape in Indonesia.
