Realistic Digital Artwork Creation

I need a realistic digital artwork based on a low-quality image. The final piece should be in 1080p resolution (1920x1080).

Artwork Detail: Referencing attached PDF, I am requesting artwork that can be made into a two-sided coin. Coin will be a cut-out of the Antique Gold Federal American Eagle (Open to white head or some coloring possibly) holding a shield and two crossed, draped flags and a banner. On Side one: Flags are draped Betsy Ross Flag on left (circle of 13 stars) and draped modern American Flag on right; shield is the 13 stripes with Blue bar across the top. Somewhere on that shield is the official 250 logo (the swirly/ribbony logo on page 2 of the PDF). I currently have it in the blue part, but I'm open to creative license. Banner (which should stay where it is, but shape can be modified) should say SEMIQUINCENTENNIAL on the left, and 1776 - 2026 on the right. SIDE 2: The same general thing in reverse, but the flags are draped Modern American on the left and draped Oklahoma State Flag on the left (page 3 of PDF). Shield (same shape as the front) is Solid White (maybe with some blue design around the borders to make it less stark) with blue Boys State logo on it. Banner should say 86th SESSION on the left and ROGERS STATE UNIVERSITY on the right. Red and Blue colors should be the same colors as the 250 logo colors. Shape of Eagle, banners and flags should not change much from the basic art in the attached PDF.
