Combine Client Portal & Block Builder

I already have two separate WordPress plugins: one handles the client portal, the other is a visual block builder. I now need them merged into a single, cohesive plugin so users experience one seamless workflow rather than jumping between two tools.
Here is the end-to-end flow I’m aiming for:
• From the main dashboard a client clicks “Start Project” under the Website & E-commerce section and lands directly in the block builder. • The builder’s UI should look and feel like the demo at https://get.section.express/prototyper
- modern Bootstrap, clean palette, fluid breakpoints. • Inside the builder the user can assemble pages from pre-made templates and fully customisable blocks (no drag-and-drop needed, just the two features ticked). • I will add two extra project categories called “Simple Form 1” and “Simple Form 2”; the builder must recognise these exactly as the existing Website & E-commerce sections do.
Client-portal rules once a build is submitted:
- On submission every image-based block automatically shows its corresponding front-end form so the user can supply content.
- Submissions enter a “Pending” state. While pending, users may re-edit or resubmit as often as they like.
- When I flip the status to “Progress”, editing locks. If the client needs further changes they must open a support ticket; I can then move the status back to Pending to re-enable editing.
- No edits are possible while in Progress or any later state unless the workflow above is followed.
I need the code cleanly integrated, namespaced, and future-proof. All existing plugin settings must migrate automatically, and the final deliverable should install as a single ZIP with no manual database tweaks required.
