Organization Profile and Background Pastoralist Concern PC is a pastoralist-initiated, -inspired and -led CSO working toward sustainable development in pastoralist areas of Ethiopia since 1995, their vision is “to see improved and sustainable livelihood of the pastoralist communities of Ethiopia and further realize strong co-operations with neighboring countries’ pastoralist communities.” PC works within our target area in the Somali region, engaging in both multi-sector development programming and emergency responses across diverse sectors that include health and nutrition, WASH, environmental resilience, education, protection and women’s empowerment. PC works with the hard-to-reach pastoralist and Agro-pastoralist populations, including in Somali region. Skills training, mobilization and organization, awareness creation, input provision, value chain development, and market linkages are among the key strategies and approaches of PC to improving health and nutrition and to building livelihood resilience. PC has roughly 120 permanent staff, including staff with technical experience in community-based programming, protection, gender, GBV, resilience, WASH, Health and Nutrition who are based at their head office and field offices. We work in the sectors of Rural Development, WASH, Natural Resource Management and Social Development as well as Civil Society Strengthening. Innovative and creative work practices A highly committed team Job Summary The Social Protection Officer will be responsible for the technical implementation and monitoring of social protection interventions within the East Hararghe Zone. This role focuses on strengthening the resilience of pastoral and agro-pastoral communities through the delivery of safety nets, shock-responsive programming, and the integration of social services. The officer will work closely with local government structures, ensuring that vulnerable households—particularly women, children, and the elderly—are targeted and supported effectively. IV. Key Responsibilities 1. Project Implementation & Technical Support Lead the day-to-day implementation of social protection activities, including cash-based transfers (CBT), public works management, and livelihood support. Ensure that all interventions are "shock-responsive," allowing for rapid scale-up during climate-induced emergencies (drought or flood). Facilitate the identification and registration of beneficiaries using transparent, community-based targeting criteria. Promote the integration of social protection with other sectors such as nutrition, WASH, and protection. 2. Coordination & Partnership Act as the primary focal point for Social Protection at the Zonal and Woreda levels, representing PC in relevant clusters and coordination meetings. Work closely with the Bureau of Women and Children Affairs and the Social Affairs Office to ensure alignment with the National Social Protection Policy. Coordinate with international partners and stakeholders to ensure synergy and avoid duplication of efforts in the East Hararghe operational areas. 3. Monitoring, Evaluation, and Digital Integration Utilize digital tools (such as Kobo Toolbox ) for real-time data collection, beneficiary registration, and post-distribution monitoring (PDM). Conduct regular field visits to verify the quality of implementation and provide on-site technical guidance to field promoters. Establish and manage community-based grievance redress mechanisms (GRM) to ensure accountability to affected populations. 4. Advocacy & Gender Mainstreaming Advocate for the localization of aid by empowering community-based organizations and local committees to take a lead role in project management. Ensure that all social protection activities are gender-sensitive, addressing the specific barriers faced by women and girls in pastoralist settings. Support initiatives aimed at ending harmful traditional practices through social behavior change communication (SBCC) within the framework of social protection.
