Our teams of healthcare professionals, including doctors, nurses, and support staff, work tirelessly to provide essential medical services, emergency relief, and long-term healthcare programs.MDM–France invites qualified candidates to apply for the following position : Position Title: MEAL Officer Duty station: Addis Ababa Coordination Office Employment Term: contract Reported to: Deputy General Coordinator Required positions: 1 (One) Deadline to apply: April 1, 2026 Essential Responsibilities Under the supervision of the deputy General Coordinator/Country Representative, the MEAL Officer is responsible for providing strategic leadership and technical oversight for the design, implementation, and strengthening of the Mission’s Monitoring, Evaluation, Accountability, and Learning (MEAL) system. The MEAL Officer ensures high-quality program implementation through robust MEAL frameworks, strong data systems, and effective accountability mechanisms, enabling evidence-based decision-making and continuous program improvement. The role also provides direct technical supervision and capacity building to field MEAL Officers, Program Managers, and Medical Supervisors, ensuring harmonized MEAL practices across all field locations. Technical Support and MEAL System Strengthening Provide advanced methodological and technical support to programming teams on MEAL components, including M&E framework design, Indicator Performance Tracking Tables (IPTTs), log frames, and indicator tracking systems. Lead the design, harmonization, and continuous improvement of MEAL systems, tools, and databases at mission level, including platforms such as Moni tool and other internal data management systems. Strengthen digital data collection and management systems using tools such as Kobo Toolbox. Ensure standardization of data collection methodologies and tools across all projects and field locations. Integrate cross-cutting priorities (gender, protection, AAP, disability inclusion, do-no-harm, community participation) into all MEAL systems and tools. Develop and maintain SOPs for monitoring, data management, reporting, and accountability systems. Ensure effective implementation and monitoring of Feedback and Complaint Response Mechanisms (FCRM). Promote institutional learning through documentation and dissemination of lessons learned and best practices. Support implementation and monitoring of the Country Strategic Plan (CSP) using evidence-based approaches. Monitoring, Evaluation, Accountability and Learning (MEAL) Lead the planning and implementation of monitoring, evaluation, and learning activities across all programs. Ensure all projects have well-defined indicators, functional IPTTs, and clear means of verification. Conduct regular Data Quality Assessments (DQAs), field monitoring visits, and data validation processes. Oversee baseline, midline, endline evaluations, and operational research. Facilitate program review meetings and promote data-driven decision-making. Strengthening Accountability to Affected Populations (AAP) through functional and inclusive complaint and feedback systems. Donor & Organizational Visibility Ensure full compliance with donor visibility and branding requirements (e.g., ECHO/EU and other donors). Provide technical guidance to field teams on visibility standards, including correct use of logos and wording. Review and validate all visibility materials (signboards, IEC materials, reports, communication outputs). Conduct field verification to ensure visibility requirements are properly implemented. Ensure visibility is integrated into program planning, implementation, and monitoring. Data and Information Management Oversee the full MEAL data lifecycle, including data collection, entry, cleaning, validation, analysis, and reporting. Manage and optimize data systems such as Monitool and other internal databases to ensure data accuracy and accessibility. Lead the use of digital data collection tools including Kobo Toolbox, CommCare, and ODK. Apply advanced data analysis and visualization tools such as Power BI, QGIS, SPSS, STATA, and Epi Info to generate insights and inform decision-making. Develop dashboards, analytical reports, and data visualization products for internal and external use. Ensure proper documentation, archiving, and secure storage of all MEAL data. Capacity Building Assess MEAL capacity gaps among MEAL Officers, Program Managers, and Medical Supervisors. Design and deliver structured trainings on MEAL systems, including IPTT management, Monitool usage, data collection tools (Kobo), and data analysis & visualization platforms (Power BI, SPSS, STATA, QGIS). Provide continuous mentoring, coaching, and technical supervision to field MEAL Officers. Strengthen staff capacity in data analysis, visualization, accountability mechanisms, and adaptive programming. Reporting and Coordination Ensure timely, accurate, and high-quality MEAL reporting aligned with organizational and donor requirements. Coordinate with program and technical teams to ensure data consistency across reports. Represent MdM in MEAL-related coordination forums and technical working groups. Liaise with partners and stakeholders on MEAL, data systems, and program quality. Research and Evaluation Provide technical leadership for research, assessments, and evaluations at country level. Develop Terms of Reference (ToRs) and oversee evaluation processes and deliverables. Budget and Resource Management Contribute to planning and management of MEAL-related budgets. Ensure efficient use of resources allocated to MEAL activities.
