Terms of Reference (ToR) Consultancy Service for Training Material Development and Delivery 1. About I4C The East African Initiative for Change (I4C)  is a board-led, non-governmental, not-for-profit organization based in Addis Ababa, Ethiopia (registered under CSO Proclamation No. 1113-2019, registry 4805). Since March 2020, I4C has worked to strengthen locally grounded conflict transformation across Oromia through community resilience, inclusive dialogue, and institutional capacity-building. CSOs and CBOs in Oromia play a vital role in peacebuilding but face capacity gaps in resource mobilization, governance, programming, and dialogue facilitation. I4C conducted a  Capacity Needs Assessment  identifying these gaps. This consultancy responds to those findings. 2. Objective Develop  a context-specific, comprehensive training manual in English addressing priority capacity gaps. Deliver three (3) rounds  of in-person training in  Afaan Oromo and Amharic  to CSO/CBO staff in conflict-affected areas of Oromia. 3. Scope of Work 3.1 Material Development  Review Capacity Needs Assessment Report. Develop practical, action-oriented manual with: Session plans, facilitator guides, handouts, PowerPoint slides. Integration of gender, inclusion, conflict sensitivity, MHPSS. Contextualization to Oromia (Gadaa system, local examples). 3.2 Training Planning & Delivery  Develop training program: session plans, pre/post assessments, participant criteria. Deliver  3 rounds  (3-4 days each) to  20-25 participants/round  in conflict-affected zones (East/West Wollega, Guji, Borena, East Hararghe, etc., based on security). Travel extensively to training sites. Use participatory, adult-learning methodologies. 3.3 Facilitation & Mentoring Conduct sessions entirely in Afaan Oromo and Amharic (when necessary) Provide coaching and peer learning. 3.4 Finalization & Translation Revise manual based on feedback and field lessons. Oversee translation into Afaan Oromo and Amharic. Submit Comprehensive Training Delivery Report (English).
