Terms of Reference (TOR) Consultancy Service: Development of Training Guidelines on Sexual and Gender-Based Violence (SGBV) Prevention and Human Rights-Based Approaches (HRBA). Background & Context : Save Your Generation Ethiopia (SYGE), a national non-profit organization, works to promote human rights and protect vulnerable populations. Through the WHH-EU funded project Preventing and Responding to SGBV among young adolescent girls, women, and boys in IDP centers, SYGE addresses gender inequality and SGBV. Current training efforts rely on inconsistent, ad-hoc materials. To ensure standardized, high-quality capacity building, SYGE seeks a consultant to develop two comprehensive training guidelines: one on SGBV prevention and response, and another on HRBA in programming and advocacy. Objective : The consultancy aims to produce two complementary guidelines that will serve as official resources for trainers. These documents will standardize messaging, strengthen capacity, and integrate SGBV and HRBA principles cohesively. Scope of Work and specific Task : The consultant, under the supervision of the Program Officer. The consultant will begin with an inception phase, including a kick‑off meeting to align expectations and a desk review of SYGE documents, existing training resources, national SGBV policies, and international human rights frameworks.  They will then develop two sets of training materials : (1) a facilitator’s guide and participant handbook on SGBV, covering definitions, forms, causes, consequences, survivor‑centered approaches, referral pathways, and legal frameworks; and (2) HRBA guidelines addressing universality, accountability, participation, non‑discrimination, empowerment, and integration into project cycles. Both must be practical, cohesive, and user‑friendly. Design and Methodology: The consultant must design practical, user‑friendly guidelines with session plans, exercises, case studies, and templates. HRBA must integrate SGBV concerns, while SGBV is rooted in human rights principles, ensuring cohesive, comprehensive training resources. Validation and Finalization: The consultant will present draft guidelines to a technical working group, gather feedback, and finalize both documents. The completed guidelines will be compiled into one professionally formatted Word and PDF file.   Key Deliverables The consultancy assignment has four key deliverables. These are:  Inception Report : will outline the consultant’s understanding of the terms of reference, a detailed work plan, and a proposed structure for the guidelines.  First Draft of Guidelines : will provide complete drafts of both training manuals on SGBV and HRBA for review.  Validation Workshop : will be facilitated to present the drafts to stakeholders and gather structured feedback.    Compiled Final Guidelines : will be delivered, incorporating all feedback, professionally formatted, and submitted in both PDF and Word formats. Timeline : The assignment will last 20 working days over four weeks from the agreement date. Evaluation Criteria : Proposals will be assessed on technical merit (70%) and financial competitiveness (30%).
