On behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ), the global project “Article 6 Connect
- Sustainable Development through Carbon Markets” aims to strengthen the capacities of Ethiopia and South Africa to effectively engage in international market mechanisms under Article 6 of the Paris Agreement. Article 6 provides countries with the opportunity to cooperate in achieving their climate goals by financing mitigation projects and transferring emission reduction outcomes internationally. The projects focus lies on implementation-oriented capacity building around Article 6, enabling partner countries to establish the necessary regulations, processes, instruments, and platforms for participation in international carbon markets. Furthermore, the project facilitates knowledge exchange and networking, thereby supporting informed decision-making among political actors and ensuring the integrity and transparency of Article 6 implementation. By enhancing institutional readiness and fostering cooperation, the project contributes to the achievement and enhancement of the Nationally Determined Contributions (NDCs) of partner countries. Responsibilities and Duties • Provide policy and technical advisory services to partner institutions in Ethiopia, particularly the Ministry of Planning and Development (MoPD), on the implementation of Article 6 of the Paris Agreement. • Promote environmental integrity and sustainable development in carbon market activities by advising partner institutions on the application of robust safeguards, transparency standards, and sustainable development criteria, ensuring alignment with international best practices and Article 6 guidance. • Support the establishment and operationalisation of national carbon market infrastructure, including a national carbon registry and its integration with the national greenhouse gas inventory and sectoral MRV systems. • Coordinate technical guidance on Article 6 accounting frameworks, including the development of Corresponding Adjustment workflows, emissions balance logic, and metrics conversion rules. • Support the development of national reporting workflows in line with the Enhanced Transparency Framework (ETF) and assist partner institutions in preparing Initial Reports, Annual Information submissions, and Biennial Transparency Reports (BTRs) to the UNFCCC. • Contribute to design and implement a comprehensive capacity development strategy for key stakeholders—including government institutions, regional authorities, private sector actors, and civil society—covering Article 6 processes, MRV, carbon project development, and market operations. • Deliver and coordinate targeted capacity-building activities, including trainings, workshops, and learning-by-doing formats for public and private sector actors involved in carbon market activities. • Assist to enhance an ecosystem of national and regional validation and verification bodies (VVBs). • Contribute to analytical work and strategic research on climate finance and carbon markets, including collaboration with academic institutions and international partners to generate policy-relevant insights. • Support the transition of CDM mitigation activities to the Article 6.4 mechanism, the development of standardised baselines, and technical inputs with relevant international mechanisms such as CORSIA. • Contribute to project implementation and coordination, including stakeholder engagement, knowledge management, supervision of consultants, monitoring and reporting to the commissioning partner (BMZ), and alignment with other GIZ programmes and development partners.
