Review and evaluate overall programme implementation progress, results achieved to date, key challenges and measures implemented and key lessons.  Review and evaluate key market system level implementation progress, results achieved to date, key challenges and measures implemented and key lessons  Review and evaluate the project’s roles and responsibilities against the key achievements, challenges and measures implemented and key lessons of the programme from inception to date. Review relevant project document(s) including intervention concept notes, relevant literature, updated Adopt, Adapt, expand and Respond (AAER) levels, and result chains for sampled interventions.  Review and evaluate programme’s knowledge development and communication progresses.  Conduct interviews with XXXX XXXX, consortium relevant staff and government counterparts selected signatory bureaus.
