Job Purpose : To support the Field Security Coordinator (FSC) in ensuring that effective security measures for the Response Office programs are properly planned, implemented, and aligned with the national security context. Lead efforts to optimize organizational security and mitigate operational risks by establishing robust security systems and mechanisms that promote an institutional culture of safety and security. Serve as Acting FSC in his/her absence, ensuring continuity of security leadership and oversight. Major Responsibilities: Develop and implement the Response Office security strategy in alignment with World Vision’s global security policies, ensuring that operational priorities and program objectives are effectively supported. Ensure that Security Risk Assessments (SRAs), Context Risk Ratings (CRRs), and Core Security Requirement (CSR) standards, processes, and procedures are conducted and updated in full compliance with current WV Safety, Security, and Resilience (SSR) guidelines and training. Provide leadership, guidance, and oversight to security focal persons across the Response Office, ensuring consistent application of security protocols and strengthening field-level security capacity. The Response Office remains fully aligned with all current World Vision policies, guidelines, and strategic priorities. Collaborate with the Response FSC to conduct Security Risk Assessments as required or directed. Ensure Context Risk Ratings are regularly established, reviewed, and updated as necessary. Verify that Core Security Requirements are implemented in alignment with the current Context Risk Ratings. Provide timely input and support to management during crisis situations and critical incidents. Conduct security investigations as needed or upon request. The Response Office is implementing all current security requirements in full compliance with World Vision’s security policies and procedures Engage local leaders to secure their support for safe‑access arrangements during field missions. Represent World Vision at local NGO security network meetings and ensure timely dissemination of relevant information to staff. Strengthen and maintain networks for continuous security information sharing and coordination. Strong security relationships with NGOs, local authorities, and other relevant partners are effectively established and consistently maintained. Under the supervision of the Field Security Coordinator (FSC), the Field Security Officer (FSO) is responsible for carrying out both descriptive and operational security functions in alignment with World Vision (WV) Safety and Security (S&S) policies and approved Standard Operating Procedures (SOPs). The FSO is expected to perform at an intermediate level of professional practice, providing direct support to the WV International FSC to ensure full compliance with all established safety and security protocols. To enhance the safety of staff, safeguard organizational assets, and support uninterrupted humanitarian operations in the field. The Field Security Officer (FSO) is responsible for receiving, analyzing, advising on, and disseminating all relevant safety and security (S&S) information to the Field Security Coordinator (FSC), World Vision staff, contractors supporting WV projects, and visitors. To ensure a well‑informed workforce, strengthened operational security, reduced exposure to risks, and a safe environment that enables uninterrupted humanitarian operations. Managing day‑to‑day security incidents—including theft, minor assaults, and localized community disputes—remains a continuous priority, alongside ongoing challenges such as staff‑movement tracking, routine risk assessments, and addressing information gaps that hinder timely decision‑making. Additionally, effective oversight of guards, access control procedures, and incident reporting systems is essential to ensure operational continuity and maintain a secure working environment. These combined efforts strengthen overall security management, improve response effectiveness, and support safer operations for staff and assets. Coordinate the assessment, development, and implementation of the Response Office’s security capacity‑building plan, ensuring that all activities are informed by localized security risk assessments. Additionally, promote a strong culture of security awareness across the office and regularly monitor staff compliance with established security policies and procedures. Response staff receive training that is fully aligned with the Security Standard Requirements (SSR) and adheres to internationally recognized best‑practice standards. Provide regular security reports to the FSC, ensuring timely and accurate updates on all relevant developments. Ensure all security incidents are reported in full compliance with the World Vision Security Policy and established reporting procedures. Conduct performance reviews for field‑based security focal persons to evaluate effectiveness and strengthen overall security management. Collect, analyze, and disseminate security information appropriately to support informed decision‑making and operational continuity. All documentation is developed in a clear, concise, and professional manner and disseminated in accordance with World Vision’s established policies and procedures. Program/Operations Teams Provide timely security updates, risk advisories, and mission-clearance support. Collaborate on pre‑mission planning and safe movement of staff. Support Departments (HR, Admin, Logistics) Coordinate on issues such as incident reporting, staff induction, fleet safety, and asset protection. Ensure compliance with security protocols across all functions. Government Security Organs (Police, ENDF, Regional Security Bureaus) Maintain communication on local security developments, incidents, and travel permissions.
