As part of our 2026 strategic transformation, we have established a new, centralized Project and Performance Council (PPC) to enhance governance, performance monitoring, and execution excellence across our six key subsidiaries: OVID Construction, OVID Real Estate, Kavod Commercial, OVID Road, OVID Aluminum Formwork, and OVID Respan Design. The Council operates with 65 professionals across Leadership, Construction Operations Directorate, and Engineering Services Directorate, including a state-of-the-art Project Control Situation Room. We are seeking highly skilled professionals to join this new council and help us deliver projects that shape the nation. ABOUT THE JOB: The Project Performance Monitoring Manager is a critical role within the Construction Operations Directorate, reporting to the Construction Operations Director. You will lead a dedicated unit responsible for the systematic monitoring and analysis of schedule and cost performance across all OVID projects. Your team's insights will be the foundation for executive dashboards, performance reports, and corrective action plans, ensuring that projects remain on track and financially healthy across a portfolio exceeding 100 Billion ETB. Job Summary Location: Addis Ababa, with occasional site visits Deadline: March 19th, 2026 Career Level: Senior Management / Manager Employment Type: Full-time Number of People Required: 1 Reports to: Construction Operations Director Supervises: Senior Planning Engineers (3), Cost Control Engineers (3), Project Performance Analysts (2) Duties and Responsibilities 1. Unit Leadership & Team Management: Lead, mentor, and develop a team of high-performing professionals, including 3 Senior Planning Engineers, 3 Cost Control Engineers, and 2 Project Performance Analysts. Conduct regular performance reviews, identify training needs, and foster a culture of continuous learning and professional development within the unit. Assign project portfolios to team members, ensuring balanced workloads and alignment of expertise with project complexity. Champion the use of best practices in project controls and earned value management across the team. Conduct weekly team meetings to review progress, address challenges, and align on priorities. 2. Project Control System Implementation & Standardization: Design, implement, and continuously improve a standardized project control framework for the entire OVID Group, applicable across all project types and subsidiaries. Develop and issue mandatory templates, guidelines, and procedures for schedule development, cost coding, progress measurement, and performance reporting. Lead the rollout of the Earned Value Management (EVM) system as the primary methodology for integrated schedule and cost performance measurement. Ensure the integration of project control data with the central Project Situation Room systems. Develop and maintain a project controls manual that serves as the definitive reference for all subsidiaries. 3. Schedule & Cost Performance Monitoring: Oversee the team's work in continuously monitoring schedule adherence, milestone achievement, budget compliance, and cost variance for all active projects (31+ sites). Personally review critical project schedules and cost reports to validate the identification of major deviations, potential overruns, and schedule slippages. Lead the unit in conducting deep-dive analyses on underperforming projects to uncover root causes of variance (e.g., poor productivity, design changes, procurement delays). Ensure the timely production of weekly and monthly performance dashboards that clearly and accurately communicate project health to the Construction Operations Director and Deputy CEO. Establish early Situationning thresholds that trigger automatic alerts for projects entering distress. 4. Corrective Action & Decision Support: Translate performance analysis into actionable recommendations. For projects in distress, propose concrete corrective action plans related to schedule recovery, cost containment, or resource reallocation. Present findings and recommendations to the Construction Operations Director, participating in executive performance review meetings with subsidiary CEOs. Provide critical data and analysis to support decision-making on project change orders, contingency release, and other major project decisions. Track the implementation and effectiveness of approved corrective actions, reporting on progress. Maintain a lessons-learned database from project variances to inform future planning and execution. 5. Reporting & Communication: Prepare and present high-quality, executive-level reports that synthesize complex project control data into clear, concise, and insightful narratives. Ensure all project performance data is auditable, consistent, and reliable for both internal and external stakeholders. Communicate project control requirements and performance feedback clearly and professionally to project teams and subsidiary management. Liaise with the Situation Room Manager to ensure seamless data flow and alignment of reporting standards. Represent the unit in project review meetings and contribute to portfolio-level discussions.
