Project:  Civil Society Innovation Fund (CSIF) Duty Station:  Addis Ababa, Ethiopia, with regular field travel to regions  Contract Duration:  One year, with a high possibility of extension  Reports to:  Programme Manager Background The Civil Society Innovation Fund (CSIF) is a multi-donor initiative established to strengthen the capacity, role, and influence of civil society organisations (CSOs) in Ethiopia. Through targeted financial and technical support—particularly to new and emerging CSOs—the Fund enables partners to design and implement innovative, inclusive, and context-responsive initiatives across diverse communities and regions. CSIF aims to foster a more vibrant, resilient, and impactful civil society sector, contributing to a more democratic, peaceful, and stable Ethiopia. The Fund is managed by MannionDaniels in partnership with AGAR and is funded by the Agence Française de Développement (AFD), the Royal Norwegian Embassy, and the Embassy of Ireland in Ethiopia. Position Summary The Partner Support and Compliance Officer is responsible for supporting partner organisations in the effective, accountable, and compliant implementation of programme and financial activities. The role focuses on monitoring partner performance, conducting expenditure verification, and ensuring adherence to donor requirements, financial procedures, and procurement guidelines. Working under the technical guidance of the Grant Management Expert and the Grants and Compliance Manager, the Officer conducts regular field visits to review financial records, assess compliance, and provide hands-on technical support to partner staff. The position plays a key role in strengthening partners’ financial management systems, improving reporting quality, and building capacity through mentoring and training. Summary of Responsibilities and Key Tasks Conduct regular monitoring visits to partner organisations in Addis Ababa and regional locations, reviewing financial records and providing technical support to finance staff. Perform expenditure verification to ensure costs are eligible and aligned with approved budgets, donor guidelines, and procurement requirements. Review payment documents to ensure proper coding and the availability of adequate supporting documentation. Review partners’ accounting records to ensure proper documentation, accurate recording of transactions, and timely bank reconciliations. Support partners in preparing and analyzing budget versus actual reports. Follow up on foreign exchange gain/loss tracking and ensure accuracy. Monitor partners’ procurement processes to ensure compliance with approved procurement plans. Review partners’ quarterly financial reports to ensure accuracy, completeness, and timely submission. Provide tailored accounting and financial management training to partner staff, both on- the-job and through formal sessions. Provide feedback and support to address gaps identified during monitoring and expenditure verification. Work closely with programme, finance, and other internal teams, as well as partner organisations. Report any financial irregularities or suspected misuse promptly to the supervisor. Collaborate with finance unit staff and perform other duties as assigned.
