About the Job The Administration and Finance Officer is responsible for managing all day-to-day financial, accounting, and administrative functions for Birrama’s component of the IRIF project. This role ensures strict compliance with Birrama's policies and donor policies, providing timely financial reports and maintaining the organizational effectiveness required to support the technical team's successful execution of project activities. The net monthly salary for this position is between ETB 17,000 and ETB 23,000, determined based on the candidate’s educational background and years of relevant experience. Key Responsibilities A. Financial Management and Accounting Manage the project's financial books of accounts, ensuring all transactions are accurately recorded, coded, and posted in the accounting system in compliance with international standards and Birrama policies. Prepare, process, and track all project-related payments, including vendor invoices, staff expense claims, and partner fund transfers. Conduct monthly bank and cash reconciliations and prepare trial balances and financial statements for internal review. Lead the preparation of timely and accurate quarterly financial reports for submission to the Project Manager and the lead implementing partner, Farm Africa, ensuring adherence to the required donor format. Track project expenditure against the approved budget, highlighting any variances and potential financial risks to the Project Manager. B. Administrative and Compliance Support Oversee and maintain comprehensive project records, files, and documentation (both physical and digital) for audit purposes, including procurement files, HR records, and contracts. Manage the procurement process for project assets and services (e.g., IRIF Capsules, field transportation, workshop services) in line with transparency and competitive bidding requirements. Ensure all administrative and human resource activities (e.g., staff onboarding, leave tracking, timesheets) for project-hired staff are managed efficiently and correctly. Serve as the custodian of project assets, maintaining an up-to-date asset register and ensuring all assets are properly insured and secured. C. Budget and Audit Support Assist the Project Manager in the annual/semi-annual budget planning, forecasting, and revision processes for the IRIF project. Coordinate and facilitate all internal and external audits of the project's financial records, ensuring all necessary documentation is readily available and questions are addressed promptly. Ensure full compliance with all relevant Ethiopian tax laws, labor laws, and donor financial regulations. Reports To : Project Manager, IRIF Project Duration : 12 Months (Project Duration)
