  • as soon as possible  Background & Purpose of the position: The Ministry of Health (MoH) of Ethiopia, with support from the World Bank, is seeking a qualified professional to act as a Project Assistant for the revision and implementation of the Antimicrobial Resistance (AMR) prevention and control strategy. This position is crucial for bolstering national efforts against AMR through enhanced governance and improved pharmacy services. Ethiopia has established the “Strategy for the Prevention and Containment of Antimicrobial Resistance,” which emphasizes raising awareness, strengthening surveillance, optimizing antimicrobial usage, and enhancing infection control measures. The Project Assistant will be responsible for revising this strategy to ensure it aligns with both global standards and local requirements, incorporating a “One Health” approach that integrates human, animal, and environmental health. Additionally, the advisor will facilitate collaboration among stakeholders, including government agencies and healthcare providers. Antimicrobial resistance (AMR) poses a significant threat to global health, food security, and development. The rise of resistant pathogens undermines the efficacy of antibiotics and other antimicrobial agents, leading to increased morbidity, mortality, and healthcare costs. In response to this critical issue, the MOH seeks to appoint a Project assistant on Antimicrobial Resistance to provide strategic guidance and support for the development and implementation of effective prevention and control measures. Specific Tasks: Policy Development: Assist in the formulation of evidence-based policies and guidelines for the prevention and control of AMR at national and regional levels. Stakeholder Engagement: Identify and engage key stakeholders in the AMR response, fostering partnerships to enhance collaborative efforts. Capacity Building: Provide technical assistance and training to healthcare professionals, policymakers, and public health officials on AMR prevention and control strategies. Surveillance and Research: Support initiatives for AMR surveillance, data collection, and research to inform policy decisions and identify gaps in knowledge. Public Awareness Campaigns: Develop and promote educational materials and campaigns aimed at increasing public awareness about the risks associated with AMR and the importance of responsible antimicrobial use. Monitoring and Evaluation: Establish frameworks for monitoring and evaluating the impact of AMR interventions, providing recommendations for continuous improvement. Reporting:  I nstitute for Primary Health Care and Ministry of Health Expected Deliverables and Time Frame: •  A comprehensive assessment report on the status of AMR in Ethiopia  • A strategic plan outlining priority actions for AMR prevention and control. • Regular progress reports on the implementation of AMR initiatives. • Educational materials for healthcare providers and the public. • Recommendations for policy adjustments based on monitoring and evaluation findings. Payment Modality & schedule: The fees for this contract shall be paid every month based on the submission of monthly reports against the deliverables indicated above Core competencies:  Excellent management, supervision/mentoring and organizational skills including the ability to handle a variety of assignments sometimes under pressure of deadlines. Technical competency: expected to have good knowledge of Microsoft work, Excel and Peachtree accounting software Problem-Solving Skills: must be adept at analyzing complex problems and devising effective solutions. This involves breaking down problems into manageable components, identifying patterns, and applying appropriate algorithms and data structures. Communication Skills: often need to communicate complex technical concepts to non-technical stakeholders. Effective communication skills, both verbal and written, are crucial for successful collaboration within teams and with clients. Leadership and Mentoring: responsible for guiding and mentoring junior team members, providing technical leadership, and fostering a positive and collaborative team culture. Adaptability and Learning Agility: Given the rapidly evolving nature of technology, should have a strong appetite for learning new tools, technologies, and best practices to stay current in their field. Time Management and Prioritization: Ability to manage time effectively, prioritize tasks, and meet deadlines is crucial, especially when working on multiple projects simultaneously or in a fast-paced environment. Note: The TA will be based at the AHRI  The TA will use his/her own materials, i.e., computer/laptop, phone, etc. For the duty travel, the TA will not be provided with a rented car by the HR firm or DSA. The TA will be paid on monthly basis by the HR firm upon completion of deliverables as indicated on this TOR and approved by the supervisor Policy both parties should be aware of: HR firm will manage all the administrative issues and aspects based on HR policies and procedures. All remuneration must be within the contract agreement through the HR firm. No contract may commence unless the contract is signed by both the HR firm and the TA. The TA will not have supervisory responsibilities or authority over the Client budget
