As part of our 2026 strategic transformation, we have established a new, centralized Project and Performance Council (PPC) to enhance governance, performance monitoring, and execution excellence across our six key subsidiaries: OVID Construction, OVID Real Estate, Kavod Commercial, OVID Road, OVID Aluminum Formwork, and OVID Respan Design. The Council operates with 65 professionals across Leadership, Construction Operations Directorate, and Engineering Services Directorate, including a state-of-the-art Project Control Situation Room. We are seeking highly skilled professionals to join this new council and help us deliver projects that shape the nation. ABOUT THE JOB: The Site Monitoring and Field Coordination Team Leader is a key operational role reporting to the Construction Operations Director. You will lead a large team of 31 Field Monitoring Engineers deployed across all OVID project sites. Your mission is to establish a robust, independent, and high-integrity "eyes-on" capability for the Council. This ensures that executive leadership receives accurate, real-time, and unbiased information on site progress, challenges, and compliance, independent of project-level reporting, for a portfolio exceeding 100 Billion ETB. Field Team Leadership & Management: Lead, mentor, and manage a nationwide team of 31 Field Monitoring Engineers (Council Delegates), fostering a culture of integrity, accuracy, and professionalism. Oversee the recruitment, onboarding, and training of field engineers, ensuring they are equipped with the necessary skills, tools, and protocols to perform their duties effectively. Conduct regular performance evaluations, provide constructive feedback, and manage team logistics, including deployment schedules, transportation, and safety. Build team cohesion and morale through regular communication, virtual meetings, and periodic in-person gatherings. Implement a recognition and reSituationd system to motivate high performance and integrity. 2. Site Monitoring Protocol & System Development: Design, implement, and continuously refine a comprehensive Site Monitoring Protocol, including standardized checklists, photographic documentation requirements, and reporting templates. Develop and deploy a system (potentially mobile-based) for efficient data collection, real-time reporting, and rapid communication between the field team and headquarters. Ensure the monitoring protocol is objective, verifiable, and focused on key performance indicators: physical progress, resource availability, quality, safety, and potential risks. Regularly review and update the protocol based on feedback from the field and evolving organizational needs. Integrate photographic and video evidence requirements into all monitoring activities. 3. Field Coordination & Deployment: Plan and manage the strategic deployment of field engineers to ensure optimal coverage of all 31+ active projects, prioritizing high-risk, high-value, or underperforming sites. Coordinate with project teams and subsidiary management to facilitate site access and ensure field engineers can perform their duties without hindrance, while maintaining their independent status. Act as the primary point of contact for all field-related operational issues, logistical challenges, and reporting queries. Manage a rotational system to ensure continuity of coverage during leaves and to provide fresh perspectives on long-duration projects. Maintain a deployment schedule that ensures critical projects receive appropriate monitoring frequency. 4. Data Validation & Intelligence Synthesis: Rigorously review and validate all weekly site reports submitted by the field team for accuracy, completeness, and objectivity, challenging any inconsistencies or vague observations. Synthesize data from all 31 field reports to identify recurring site-level operational issues, systemic coordination breakdowns, early Situationning signs of risk, and pockets of excellence. Prepare weekly synthesized "Field Intelligence Reports" for the Construction Operations Director, highlighting critical issues, emerging trends, and significant deviations from planned performance. Maintain a database of key site-level observations and photographic evidence for trend analysis and future reference. Develop a system for categorizing and tracking the frequency of common site issues (e.g., material shortages, labor issues, design conflicts). 5. Communication & Stakeholder Interface: Serve as the primary liaison between the field team and Council leadership, ensuring critical site intelligence is communicated rapidly and accurately. Communicate field findings to project teams and subsidiary management in a professional and constructive manner, focusing on facts and collaborative problem-solving. Participate in operational review meetings to provide the on-the-ground perspective on project challenges and progress. Ensure that the independent monitoring function is understood and respected across all subsidiaries as a vital tool for organizational success, not a punitive measure. Prepare monthly summaries of field observations for the Engineering Services Directorate to inform risk assessments.
