  • as soon as possible  Background         The Federal Ministry of Health of Ethiopia has made significant progress in strengthening the national health information system and expanding digital health solutions, including widespread use of DHIS2 for routine reporting and performance monitoring. Despite these gains, persistent challenges remain in data quality, interoperability, real-time analytics, and effective use of data for decision-making at national and subnational levels. Subnational information systems remain underutilized due to routine data accuracy, completeness, and timeliness.  Various assessments revealed that only a limited number of health facilities meet acceptable data quality standards, and discrepancies between reported figures and source documentation are still common. Key contributing factors include workforce capacity gaps, reporting disruptions, outdated population denominators, and the absence of recent census data. The Actionable Health Analytics for Decision-making (AHEAD) initiative is designed to address these gaps by transforming routine health data into actionable insights. Through systematic review, cleaning, verification, and triangulation of facility-level data, AHEAD enables subnational teams to identify service gaps, monitor program implementation, and track zero-dose and under-immunized populations. The initiative also strengthens capacity in data quality assessment, analytics, interpretation, and routine data, turning data into a reliable foundation for evidence-based planning and targeted interventions. Justification As the AHEAD initiative transitions toward routinization and institutionalization within the national health information system, the Ministry of Health recognized the initiative’s strategic importance and officially requested support from Client with Letter Ref. 4/210/01/17, dated 16 February 2026 to deploy a dedicated consultant.
