- as soon as possible Introduction Ethiopia has pursued major health care financing reforms since 1998, with the most recent strategy revision completed in 2022/23. A key priority is expanding domestic resource mobilization, especially through the scale up of health insurance. The country implements two main schemes under the Ethiopian Health Insurance Service (EHIS): Social Health Insurance (SHI) for formal workers and Community Based Health Insurance (CBHI) for the large informal sector. CBHI, introduced in 2006, has grown rapidly and now covers almost the entire country. By EFY 2017, 91% of woredas were implementing CBHI, and membership enrolment and renewal rates had significantly improved. Preparations for SHI rollout are also underway, including data collection on eligible formal sector employees and recruitment for the newly structured EHIS. To modernize financial systems, EHIS is shifting from manual, paper based premium collection to digital payment systems, in line with Ethiopia’s National Digital Payments Strategy (2026–2030) and the Ministry of Health’s mandate requiring digital payments across all public and private hospitals. This supports increased transparency, efficiency, and reduced cash handling. A new interoperable digital payment platform is being developed for EHIS, designed to link with national systems such as Digital Financial Services, the Digital National ID (Fayda), DHIS2/HMIS, and electronic medical records. This unified digital architecture aims to streamline enrolment, improve equity and coverage management, support electronic claims processing, enhance data quality, and strengthen decision making. Overall, these reforms contribute to Ethiopia’s goal of achieving universal health coverage within a digitally enabled health system. As part of this national agenda, Client Ethiopia, with EU financial support and in collaboration with the Ministry of Health and EHIS, including the following key components: Digitalization of Core Health Insurance Processes: Modernizing and automating core business processes for both Community-Based Health Insurance (CBHI) and Social Health Insurance (SHI) to enhance operational efficiency, improve transparency, and strengthen service delivery. Strengthening Data Systems and Digital Infrastructure: Upgrading data management systems and digital infrastructure to enable evidence-based decision-making, ensure interoperability with Ethiopia’s national digital ID system (FAYDA), and facilitate seamless integration with digital payment platforms. Institutional Capacity Building: Developing the capacity of institutions at national and subnational levels to sustain, manage, and scale digital health financing reforms, ensuring long-term system resilience and continuity In order to implement those three major thematic areas, Client together with EHIS would like to recruit the following key experts Purpose of the Assignment The purpose of this assignment is to provide expert-level Android development support to build, improve, and maintain high‑performance mobile applications used across Ethiopia’s digital health insurance programs. The developer will deliver production‑grade mobile features, integrate mobile apps with backend services and national platforms, and ensure solutions are optimized for security, performance, and usability particularly in low‑connectivity environments. Overall Objective To deliver secure, resilient, and user-centred Android applications that enable efficient insurance operations enrolment, renewals, premium collection, supervision, and e-claims while supporting national scale-up through consistent standards, reliable data exchange, and strong performance in low-resource settings. Specific Objectives Build and maintain core Android features supporting CBHI operations and SHI readiness (enrolment/renewals, member updates, premium capture, claims capture where applicable, supervision workflows). Enable offline-first performance through robust local storage, synchronization, conflict handling, and retry mechanisms suited to intermittent connectivity. Integrate mobile apps with backend services using secure APIs, including authentication, role-based access, and reliable transaction posting. Improve data quality and traceability through validation rules, standardized codes, audit trails, and well-structured mobile forms/flows. Strengthen security and controls aligned with agreed baselines (secure authentication, encryption where required, safe handling of personal data, secure logging). Support deployments and stabilization through testing, packaging, rollout support, bug triage, and performance monitoring in collaboration with EHIS teams. Scope of work The consultant will work within EHIS to deliver Android development for the digital insurance ecosystem, including: Mobile app design and development for scheme-level workflows and field use cases. Offline-first architecture, synchronization, and reliability improvements. API integration and secure communication with the EHIS platform and relevant services. QA, testing, release support, and post-deployment stabilization. Technical documentation, handover materials, and mentoring/knowledge transfer to EHIS staff. Key Responsibilities Mobile Application Development & Enhancement Develop, maintain, and enhance native Android applications for CBHI using Kotlin and modern Android frameworks. Build reusable, scalable, and modular UI components and services for mobile applications. Implement offline functionality, caching strategies, and synchronization mechanisms to ensure usability in low‑bandwidth environments. Systems Integration Integrate mobile applications with backend APIs, digital payment platforms, and the National Digital ID system. Contribute to API requirement definitions, testing, and adaptation to ensure seamless interoperability. Collaborate with system architects to align mobile integrations with national digital health interoperability frameworks. Quality Assurance & Testing Write and maintain unit tests, UI tests, and integration tests to ensure application stability and reliability. Conduct thorough debugging and performance optimization to maintain high-quality user experiences. Participate in code reviews, ensuring adherence to best practices and security standards. Security & Data Protection Implement secure coding practices, secure storage, and data protection mechanisms aligned with national data governance requirements. Work with security teams to identify vulnerabilities and apply mitigation strategies. Documentation & Collaboration Prepare and maintain technical documentation, including design documents, API usage guides, and troubleshooting manuals. Work collaboratively with EHIS technical teams and external partners. Provide technical mentoring and knowledge transfer to EHIS and regional IT staff. Key Deliverables Tasks/ Milestones & Activities Mobile solution design & planning: confirm the mobile approach for CBHI scale-up/SHI readiness; align requirements, security, and deployment approach with EHIS standards. Android application development & releases: build/enhance Android features for enrolment, renewals, premium collection, supervision, and e-claims; package builds for testing and rollout. Integrations with national services: implement and test mobile connectivity to backend APIs and required national platforms (National Digital ID and digital payments) with secure authentication and error handling. Offline-first capability: design, implement, and validate offline mode, local storage, sync, retries, and conflict handling for low-connectivity environments. Quality assurance and test coverage: implement unit/UI tests, regression checks, and bug fixes; ensure maintainability and reliable releases. Performance and stability improvements: profile the app; optimize startup time, sync reliability, battery/data usage, and crash rates. Documentation and knowledge transfer: prepare and update technical documentation; run handover sessions for EHIS and regional ICT teams on usage and basic maintenance. Mobile design & specification pack produced/updated: app architecture notes, prioritized feature backlog, security requirements (including offline/data handling), and release plan. Android application builds delivered: versioned APK/AAB releases meeting agreed functional requirements, with release notes and deployment evidence (test/staging/production as applicable). Mobile integration interfaces operational: implemented integration modules for backend APIs, National Digital ID services, and digital payments, with configuration notes and validated test results. Offline mode validated: working offline-first and caching mechanisms with sync rules, test scenarios executed, and evidence of field-readiness.
