ABOUT OVID GROUP OVID Group is one of Ethiopia's premier construction and development conglomerates, driving large-scale infrastructure, real estate, and national development projects. As part of our 2026 strategic transformation, we have established a new, centralized Project and Performance Council (PPC) to enhance governance, performance monitoring, and execution excellence across our six key subsidiaries: OVID Construction, OVID Real Estate, Kavod Commercial, OVID Road, OVID Aluminum Formwork, and OVID Respan Design. The Council operates with 65 professionals across Leadership, Construction Operations Directorate, and Engineering Services Directorate, including a state-of-the-art Project Control Situation Room. We are seeking highly skilled professionals to join this new council and help us deliver projects that shape the nation. ABOUT THE JOB: The Portfolio Manager leads the newly established Project Portfolio Management Office (PPMO) within the Engineering Services Directorate, reporting to the Engineering Services Director. You are responsible for taking a strategic, bird's-eye view of all OVID projects, which collectively exceed 100 Billion ETB in value. You will develop and manage integrated master schedules, analyze portfolio-level performance against strategic goals, and provide the critical insights needed to optimize resource allocation and ensure the entire project portfolio is aligned with OVID's long-term strategic transformation. PPMO Leadership & Strategy: Lead, mentor, and manage the PPMO team, consisting of Portfolio Planning Engineers and Project Data Analysts, fostering a high-performance culture focused on strategic insight. Define the vision, roadmap, and annual priorities for the PPMO, ensuring its services are directly relevant to the strategic needs of the Group CEO, Deputy CEO, and subsidiary CEOs. Establish and enforce portfolio management standards, processes, and governance frameworks across all six subsidiaries, ensuring consistency and data integrity. Champion the value of portfolio management as a core strategic capability within the organization. Conduct quarterly strategic planning sessions with the PPMO team to align priorities. 2. Integrated Portfolio Planning & Scheduling: Oversee the development, maintenance, and continuous refinement of a dynamic, integrated master schedule for the entire project portfolio. Lead the analysis of the integrated schedule to identify critical path conflicts, resource constraints (e.g., shared formwork, specialized equipment), and logical interdependencies between projects across different subsidiaries. Conduct regular portfolio-level "what-if" scenario analyses to assess the impact of potential new projects, major delays, or changes in strategic priority on the overall portfolio. Facilitate portfolio-level planning sessions with subsidiary CEOs to align on priorities, resolve conflicts, and make informed trade-off decisions. Maintain a portfolio-level resource demand forecast to anticipate future constraints. 3. Portfolio Performance Monitoring & Reporting: Define and track a set of strategic portfolio-level Key Performance Indicators (KPIs) that go beyond individual project metrics to measure overall portfolio health, balance, and strategic alignment. Lead the analysis of portfolio performance data to identify trends, systemic risks, and opportunities for strategic intervention. Prepare and present comprehensive, high-impact monthly and quarterly portfolio performance dashboards and reports for the Engineering Services Director, Deputy CEO, and Group CEO. Provide data-driven insights to support strategic decisions on project prioritization, go/no-go decisions for new work, and allocation of scarce corporate resources. Present portfolio performance at quarterly Executive Management Team meetings. 4. Strategic Alignment & Decision Support: Act as a trusted strategic advisor to the Engineering Services Director and Deputy CEO on all matters related to portfolio balance, capacity, and strategic risk. Lead the annual strategic planning process for the project portfolio, ensuring it is aligned with the OVID 2026 strategic objectives. Provide analytical support for major investment decisions, mergers and acquisitions, or entry into new market segments, assessing the impact on the existing portfolio. Develop and present business cases for strategic initiatives based on robust portfolio analysis. Support the Deputy CEO in preparing for Board-level presentations on portfolio performance. 5. Process Improvement & Tool Development: Continuously seek opportunities to improve portfolio management processes, tools, and methodologies. Lead the specification, selection, and implementation of any new portfolio management softSituatione or systems to enhance the PPMO's analytical capabilities. Ensure the PPMO's outputs are seamlessly integrated with the Project Situation Room and other analytical functions within the Engineering Services Directorate. Establish a formal lessons-learned process at the portfolio level to capture strategic insights and improve future planning. Develop and maintain a PPMO procedures manual.
