CARITAS GERMANY (CG) AND Catholic Caritas Ethiopia (CCE)   Internal/External Vacancy Announcement                               PREAMBLE:         Caritas Germany (CG), the German Catholic disaster relief agency, provides disaster relief on a global scale together with a closely knit network of 162 independent national Catholic welfare associations. We also sponsor social projects for children, the elderly, the ill and people with disabilities in many parts of the world. The skills, expertise and dedication of local Caritas workers guarantee the long-term success of the roughly 650 relief projects we support every year. We welcome as a part of our staff and as partners people of all faiths and secular traditions who share our values and our commitment to serving those in need.    CG has been supporting projects in Ethiopia since the 1980s with the overarching goal of supporting the most vulnerable, particularly women, children, and people with disabilities in humanitarian crises. With this focus, CG supports humanitarian projects across all regions of Ethiopia. Our programs specifically focus on food security, WASH, education, health, and protection.   To support Caritas Germany partners in Ethiopia in CG-funded projects as well as to support the establishment of a national MEAL system and carry out capacity strengthening on MEAL for local partners, CG, as the lead agency, is seeking to recruit a MEAL and Program Advisor.   ACOUNTABLE TO:    Employee reports to the Caritas Germany National Advisor and the Caritas Germany Ethiopia Desk Officer, as well. In addition, the staff is accountable administratively to the ECC SDCO Executive Director  JOB SUMMARY:   The incumbent will be responsible for overseeing the capacity strengthening of CG’s local partners across Ethiopia, including in specific humanitarian projects, as well as at an organizational level. Caritas Germany’s partners work in the areas of food security, WASH, protection, and mental health and psychosocial services (MHPPS). He/she will engage with local partner organizations, who are tasked with the implementation CG and other back-donor funded projects. The position involves responsibility of understanding and awareness of safeguarding and child protection issues and applicants will be subject to specific checks related to children, young people, and vulnerable adults.    SPECIFIC RESPONSIBILITIES: Advise and lead partner organizations (Catholic Caritas of Ethiopia and multiple local organizations) in the areas of MEAL and program management. Ensure high quality of all project inputs and outputs, including baseline assessments, monitoring and evaluation, as well as narrative and financial reports by local partners.  Ensure that CG’s project management systems and procedures are applied in line with the needs of the projects and donor requirements. Support local partner organizations in the implementation of project cycle management tools. Support local partner organizations in the adoption and use of relevant MEAL tools, including data collection through Kobo Toolkit (or similar applications) Supervise, train and mentor less experienced project staff. Travel to the project sites across Ethiopia for validation, verification, and effective.
