Organization Profile and Background Pastoralist Concern PC is a pastoralist-initiated, -inspired and -led CSO working toward sustainable development in pastoralist areas of Ethiopia since 1995, their vision is “to see improved and sustainable livelihood of the pastoralist communities of Ethiopia and further realize strong co-operations with neighboring countries’ pastoralist communities.” PC works within our target area in the Somali region, engaging in both multi-sector development programming and emergency responses across diverse sectors that include health and nutrition, WASH, environmental resilience, education, protection and women’s empowerment. PC works with the hard-to-reach pastoralist and Agro-pastoralist populations, including in Somali region. Skills training, mobilization and organization, awareness creation, input provision, value chain development, and market linkages are among the key strategies and approaches of PC to improving health and nutrition and to building livelihood resilience. PC has roughly 120 permanent staff, including staff with technical experience in community-based programming, protection, gender, GBV, resilience, WASH, Health and Nutrition who are based at their head office and field offices. We work in the sectors of Rural Development, WASH, Natural Resource Management and Social Development as well as Civil Society Strengthening. Innovative and creative work practices A highly committed team Job Summary The Livelihood Expert is responsible for deg and leading sustainable economic recovery and development strategies for pastoral and agro-pastoral communities in East Hararghe. This role focuses on diversifying income sources, enhancing asset ownership, and building community resilience against recurrent climate shocks. The expert will bridge the gap between emergency relief and long-term development by fostering self-reliance through market-based solutions and livestock-centered interventions. V. Key Responsibilities 1. Livelihood Diversification & Strategy Lead the implementation of the Graduation Model, assisting ultra-poor households in transitioning from aid dependency to sustainable self-employment. Identify and promote non-pastoral income-generating activities (IGAs), such as small-scale trade, honey production, or fodder commercialization, tailored to the East Hararghe market. Facilitate the establishment and strengthening of Village Saving and Loan Associations (VSLAs) and cooperatives to improve access to local micro-credit. 2. Livestock & Asset Protection Develop strategies for livestock value chain improvement, including better access to veterinary services, animal nutrition, and rangeland management. Oversee "destocking" and "restocking" programs during and after drought cycles to preserve communal wealth and core breeding stock. Coordinate with the Crop Expert to ensure integrated livelihood approaches that balance livestock rearing with climate-smart crop production. 3. Market Systems Development (MSD) Conduct regular market assessments and value chain analyses to identify bottlenecks for pastoral products (milk, meat, hides). Strengthen linkages between producers, processors, and urban markets to ensure pastoralists receive competitive prices for their goods. Support the establishment of community-managed "Livelihood Hubs" for training and collective marketing. 4. Monitoring, Learning & Localization Design and implement monitoring frameworks to track household income levels, dietary diversity, and asset growth. Champion the localization agenda by ensuring that livelihood interventions are co-designed with traditional community leaders and local government experts. Document "best practices" in resilience-building to inform future project proposals and regional policy advocacy.
