As part of our 2026 strategic transformation, we have established a new, centralized Project and Performance Council (PPC) to enhance governance, performance monitoring, and execution excellence across our six key subsidiaries: OVID Construction, OVID Real Estate, Kavod Commercial, OVID Road, OVID Aluminum Formwork, and OVID Respan Design. The Council operates with 65 professionals across Leadership, Construction Operations Directorate, and Engineering Services Directorate, including a state-of-the-art Project Control Situation Room. We are seeking highly skilled professionals to join this new council and help us deliver projects that shape the nation. ABOUT THE JOB: The Engineering Services Director is a key strategic leader within the Project and Performance Council, reporting to the Deputy CEO - PPC. This role is responsible for providing the technical backbone, analytical insights, and contractual safeguards that underpin successful project execution across a portfolio exceeding 100 Billion ETB. You will lead the directorate that ensures projects are supported by robust engineering systems, data-driven decision-making through a state-of-the-art Situation Room, and proactive risk management, directly contributing to the financial and operational health of OVID's vast project portfolio. Strategic Leadership & Governance: Lead and direct the Engineering Services Directorate, comprising the Project Portfolio Management Office (PPMO), the Contract, Risk and Claim Management Unit, and the Project Analytics and Digital Systems Unit (Situation Room), with a total of 13 professionals. Develop and implement the strategic roadmap for engineering services, ensuring the directorate's capabilities evolve to meet the growing complexity of OVID's project portfolio. Establish and enforce group-wide standards, policies, and procedures for project planning, contract administration, risk management, and project analytics. Serve as the primary advisor to the Deputy CEO and subsidiary CEOs on all technical, contractual, and analytical matters affecting project performance. Participate in the 17-member Executive Management Team, contributing engineering and technical expertise to group-wide strategic decisions. 2. Project Portfolio Management: Oversee the PPMO in developing and maintaining an integrated master schedule for the entire project portfolio, identifying critical path conflicts, resource constraints, and strategic opportunities. Lead portfolio-level scenario planning and what-if analyses to support executive decisions on project prioritization, resource allocation, and go/no-go decisions on new work. Ensure that portfolio performance is continuously monitored against strategic KPIs, providing monthly executive dashboards that highlight overall health, trends, and emerging risks. Champion the integration of strategic planning with operational execution, ensuring that portfolio-level decisions are effectively cascaded to projects. Conduct quarterly portfolio health reviews with the Deputy CEO and subsidiary CEOs. 3. Contract & Risk Management: Supervise the management of all contractual obligations across the portfolio, ensuring compliance and protecting OVID's legal and financial interests. Oversee the maintenance of a dynamic, portfolio-wide risk register, facilitating regular risk review sessions with project teams and subsidiary leadership. Provide strategic direction on the preparation and defense of high-value, complex construction claims, often involving external legal counsel. Lead the development of risk mitigation strategies and contingency plans for the portfolio's most significant threats. Ensure lessons learned from claims and disputes are captured and used to improve future contract negotiations and project execution. Present quarterly risk reports to the Executive Management Team, highlighting top exposures and mitigation status. 4. Analytics, Situation Room & Digital Innovation: Lead the Project Analytics and Digital Systems unit in the operation and continuous enhancement of the Project Control Situation Room. Ensure the Situation Room serves as the definitive source of truth for project data, with real-time dashboards that provide executive leadership with an instant, accurate picture of portfolio health. Drive the adoption of advanced analytics, predictive modeling, and data visualization to move beyond descriptive reporting to prescriptive insights that guide proactive decision-making. Champion the integration of digital technologies (e.g., mobile reporting, drones, BIM integration) to improve data accuracy and analytical depth. Oversee the development of a data integration strategy to consolidate information from disparate project management, ERP, and other corporate systems. Establish a three-year digital roadmap for the Engineering Services Directorate. 5. Stakeholder Management & Decision Support: Present comprehensive portfolio performance, risk exposure, and analytical findings to the Deputy CEO, Group CEO, and the broader executive management team. Provide deep-dive analytical support for strategic initiatives, major investment decisions, and high-priority project reviews. Foster a collaborative relationship with the CEOs of the six subsidiaries, ensuring the Engineering Services Directorate is viewed as a value-adding partner, not just an oversight body. Represent the Engineering Services Directorate in high-level meetings with clients, joint venture partners, and government authorities on technical and contractual matters. Build and maintain relationships with external consultants, legal advisors, and technology vendors.
