Due to a new funding opportunity, the International Rescue Committee (IRC) seeks to recruit suitable candidates to implement a potential humanitarian response that is expected to focus on addressing urgent protection and multi‑sector needs in areas classified as high‑severity humanitarian contexts, where newly arrived and existing refugee populations continue to face significant protection risks. The planned intervention will prioritize rapid, life‑saving activities targeting vulnerable individuals and households and will be implemented across Kiryandongo, Palorinya, Palabek, and Adjumani refugee settlements. Job Summary The Senior Cash Officer will provide technical leadership, oversight, and quality assurance for the design and implementation of cash and voucher assistance (CVA) interventions under the OCHA-funded project. The role ensures that cash assistance is delivered safely, efficiently, and in line with protection principles, financial controls, and humanitarian standards. The SCO will work closely and coordinate with both internal and external stakeholders. Internally, the SCO will work closely in consultation with the Regional Cash Technical Advisor and with program managers in the design and implementation of CVA activities. Externally, the SCO will work closely with other NGOs/CBOs, OPM, UNHCR, financial service providers and clients and ensure that cash interventions are well planned, implemented and coordinated. The SCO will coordinate with other coordination mechanisms i.e. regional cash working group, national cash working group, Collaborative Cash Delivery(CCD) Network, interagency coordination, among others. Key Duties And Responsibilities Program Implementation Lead the planning, design, and operationalization of emergency cash assistance interventions, ensuring alignment with project objectives, Minimum Expenditure Basket (MEB), and Cash Working Group guidelines. Provide technical guidance on different cash modalities (unconditional cash, protection cash, cash-for-work) and ensure appropriateness to context and beneficiary needs.
