"Terms of Reference Position Title: ICVA Regional Engagement Coordinator MENA Reports to: Director of Engagement Duty Station: Amman, Jordan (with occasional travel abroad) Date issued: March 2026 I.ICVA The International Council of Voluntary Agencies (ICVA) stands as a global network of non-governmental organisations (NGOs) united in their commitment to enhancing the effectiveness of humanitarian action worldwide. With a rich history spanning decades, ICVA serves as a pivotal platform for collaboration, advocacy, and knowledge exchange among diverse NGOs operating in the humanitarian space. At the heart of ICVA's mission lies a steadfast dedication to advocating for the rights and needs of affected populations, fostering collaboration among NGOs, and promoting accountability and inclusivity in humanitarian efforts. Through strategic initiatives, capacity-building programmes, and advocacy campaigns, ICVA strives to amplify the voices of its members and drive positive change in humanitarian policy and practice. Operating at the intersection of policy, practice, and partnership, ICVA plays a vital role in shaping the humanitarian agenda, influencing decision-makers, and mobilising collective action to address the most pressing challenges facing communities in crisis. With a global presence and a commitment to inclusivity and diversity, ICVA embodies the spirit of solidarity and cooperation that defines the NGO sector's response to humanitarian emergencies worldwide. ICVA has Regional Engagement Coordinators (RECs) in Africa, based in Nairobi, Kenya and Dakar, Senegal respectively for West and Central Africa and for East and Southern Africa. ICVA also has RECs in MENA (based in Amman, Jordan), Asia-Pacific (based in Bangkok, Thailand), and the Americas (based in Bogota, Colombia). The RECs engage widely with members, NGO Fora and other partners in line with the overall strategy based on the three focus areas: forced migration, coordination, financing. The ICVA RECs, in coordination with the ICVA Director of Engagement: · Strengthens the role of NGO Fora in regional and national-level humanitarian coordination and advocacy. · Facilitates ICVA members engagement with inter-governmental organisations and Member States in the region. · Links operational realities to global policies and practice. · Creates opportunities for regional consultation and collective action on issues of common interest.
