Program Officer, Maternal and Child Health at Doris Mollel Foundation January 2026 Program Officer, Maternal and Child Health Position Title: Program Officer, Maternal and Child Health Reports to: Head of Programs and Operations Department: Programs Department Location: Dar es Salaam, Tanzania Overall Purpose of the Job: The Program Officer, Maternal and Child Health is responsible for deg, implementing, and scaling DMF’ s maternal, newborn, and child health programs. This is a programmatic role requiring demonstrated experience in end-to-end program management, including workplan development, budget management, multi-site implementation, and donor reporting. The Program Officer will provide technical leadership for MCH interventions, collaborate with government health authorities at national, regional, and district levels, and ensure programs achieve measurable health outcomes. This role also requires experience working with institutional donors and managing programs funded by international organizations. Key Responsibilities: Program Design and Implementation • Design and implement maternal, newborn, and child health programs from concept to scale, aligned with DMF’s strategic objectives and national health priorities. • Develop comprehensive program workplans, implementation timelines, and activity schedules. • Manage program implementation across multiple sites, districts, and regions, ensuring quality and consistency. • Lead the rollout of evidence-based MCH interventions, including antenatal care, facility-based delivery, essential newborn care, Kangaroo Mother Care, immunization, and child nutrition. • Track program indicators, identify implementation challenges, troubleshoot issues, and adapt strategies to achieve results. Budget and Financial Management • Develop and manage program budgets, ensuring efficient use of resources and compliance with donor requirements. • Track expenditures against approved budgets, and manage budget variances. • Prepare budget forecasts, financial reports, and cost analyses for program activities. • Ensure accurate and timely financial accountability and documentation for all program expenditures. Technical Leadership and Quality Assurance • Provide technical leadership and guidance on maternal, newborn, and child health interventions. • Train and mentor healthcare workers on EmONC (Emergency Obstetric and Newborn Care), essential newborn care, MNCH protocols,
